i thought it increased rare key spawn chances, including scav keycard spawns? actually im 99% sure it did. during that event i got around 34 labs keycards. since that event ended ive Location Scav Raiders naturally spawn throughout the Lab location, as well as having cabinets most a chance to spawn upon activating any of the extraction switches, roaming towards the activation location.
